#24-15Court Attorney - (PROMESA Law Clerk)

The U.S. District Court is currently accepting applications for a full-time Court Attorney (PROMESA Law Clerk). The position is anticipated to commence in early November and is expected to last one year with the potential to be extended. The position will perform duties in the chambers of the Magistrate Judge responsible for overseeing matters related to the PROMESA debt restructuring proceedings for Puerto Rico.

Representative Duties:
• Works on a wide range of matters coming before the Court, many presenting issues of first impression, including confirmation in connection with plans of adjustment for Puerto Rico instrumentalities, complex litigation concerning contractual, statutory, and constitutional interpretation, and claims reconciliation by way of mediation and/or litigation.
• Independently conducts legal research on these matters, drafts proposed opinions, reports and recommendations, and orders, and provides objective analytical and procedural advice to the Magistrate Judge.
• Monitors and manages on-going motion practice and procedural filings in the numerous adversary proceedings related to Puerto Rico’s bankruptcy cases.
• Works closely with the larger PROMESA team in New York and Puerto Rico and may have the opportunity for occasional travel to Puerto Rico and/or New York for hearings.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS & EXPERIENCE:
At the time of appointment, the candidate must possess the following minimum requirements:
• Possession of a JD degree from an accredited law school with excellent academic credentials.
• A minimum one year of post-law school legal experience (clerking and/or practicing), preferably in complex litigation. Prior experience in commercial bankruptcy law is not required.
• Possession of excellent legal analytical, writing, and communication skills.
• Be proficient in computer assisted research, Windows and Word.
• Applicants must be U.S. citizens or meet the exceptions to the statutory restrictions on hiring non-citizens to work in the federal government in the continental United States.

Classification Level: To qualify for placement at the CL 28 level (step 1), the incumbent must have at least one year of specialized experience. For placement at the CL-29 level (step 1), the incumbent must have two years of specialized experience and admission to practice before the highest court of state, territory, commonwealth, or possession of the United States, as determined by a review of the resume, and completed application form. For placement at the CL-30 level (step 1) the incumbent must have three years of specialized experience and admission to practice before the highest court of a state, territory, commonwealth, or possession of the United States.

Specialized experience is defined as progressively responsible experience in the practice of law, in legal research, legal administration, or equivalent experience, gained after graduation from law school. Placement above step 1 requires job-related court-preferred skills and more experience than the minimum required.

FBI Background Investigation
Applicants considered for this position will undergo a Federal Bureau of Investigation (FBI) background investigation defined as a technical fingerprint search of the criminal history records of the FBI national fingerprint database to determine if there is an arrest record on the individual.

Hours
The U.S. District Court for the District of Massachusetts is open to the public, M - F, 8:30 AM to 5:00 PM. Work hours of the position will be determined by the appointing judge. A hybrid remote/in-person schedule is permissible.
